Unfortunately it is not possible because if you set a fixed height on the textarea, the auto expand wouldn't work correctly. However, what you can style is for the action buttons to appear higher.

Do you mean the theme file for the comment form? It is located in /components/com_easysocial/themes/wireframe/comments/default.php
