First of all, what you're trying to achieve is not possible. It is the default behavior for the StackIdeas toolbar.

Menu 1 is not appearing on mobile

It should be appearing on your mobile. Please take a look at the attached screenshot.

Yes but i want disable drop down user menu and if i do that that menu 1 disapear also
