Manual language installation

Hi everybody,

I am working on a local dev-page and want to install german language. As it´s local and as it has no registered domain right now, the API does not allow to use the common process.

How can I install my language without using the API?

You can't as the language service is built internally and doesn't utilize Joomla's installer. However, as long as you are accessing the site via http://localhost or http://127.0.0.1, the installer would work fine.

I have installed it on my server and not published the page.
How can I do it with "localhost"?
