Lock tag and category creation

Hi,

1. Is there a way to lock the new Tag and Category creation to administrators only? The front end users should be able to select only.

2. Is there a way to lock certain categories from being selected from fronted: authors to be able to post in one category only and then the administrator adds additional categories to the article.

- I'm sorry but this is not possible.
