During installation if I choose "installation via network" me as an error "Your account is not associated with the license for the product that you were trying to install or you do not own any licenses." Proceeding as an alternative to installing from a file, everything is fine, but I can not install the language because it requires API keys and the dashboard tells me that the product is not associated with any licenses.
Can you try download new installer again and see how it goes? Because i realised your previous installer doesn't included your API key, that is why hitting this error during the installation.

If the issue still persists, can you update your Joomla backend and FTP access so we can better have a check?
