There are lots of extensions at JED but one lacking is a proper extension that let users rate and review other users.

One approach, that I think would work, is to have an integration plugin for Komento that make it possibly for users to rate and review other users.

Ideal would be that the rate and review feature would integrate with core user management and other extensions like EasySocial, JomSocial.

There would also be need for some sort of "hand shake" settings, "when should an another user be able to rare and review another user";
- all can rate and review each other
- only registrered users and rate and review
- user request to rate and review user
- integration with another extension, example a SobiPro field for request rate and review (ie a site that uses SobiPro as a classified could use a field "request to rate and review"
- etc

Menu items:
- list users with rating (best/worst/asc/desc/random)
- reviews (latest/updated)

Modules:
- list users with rating (best/worst/asc/desc/random)
- reviews (latest/updated)

This feature is one way to extend the functionality for Komento. It would be really usefull when using extensions like classified (possibly to make a ebay-ish site, buy and sell), reputation site (rate and review authors, forum heros etc).
