May I know what alignment or setting specifically are you referring to?

For image blocks in the post, the alignment can be configured for each image block in the composer(http://take.ms/qP0SR).

There are no alignment options for post covers here like on my other websites?

Try to uncheck the 'Use full width' option. Once you do that, the alignment setting should show(http://take.ms/KTgqb).
