You can set default tags that is added to the post but currently it isn't possible to disallow users to remove those tags from the post though.

Thanks Mark. Well, is there any way we can customize the editor, perhaps to give a pop up or some other difficult-to-ignore message, encouraging posters to tag their posts?

Unfortunately currently that is no simple way to add this.
