I have a number of user accounts setup as Easy Blog author/editor/publishers and I want them to be able to unpublish any blog entries. Right now those user accounts can only unpublish their own blogs. Right now it appears that only user accounts with Super-User access have the ability to unpublish ALL blogs. Is there an ACL setting or otherwise that would give a User Group the ability to unpublish ANY blog entry? Thanks!

Yes, that is possible
You can configure from your backend > Easyblog > ACL > select your user group > Moderate All Entries In Dashboard - YES
