Is there a way for users to create their own Team Blog from the frontend or is this only done by admins?

I've been poking around trying to see if regular registered members could create their own team blog. I seem to be missing how they can do this from the front end... or if they even have this ability. Is anyone able to help me out?
Are there any plans in future releases to allow users to start up their own team blogs?
