It should works as it should but you will need to wait at least 60 second in order for them to show on your site. Do give it a try and see how it goes.

For your information, it is controlled by this ES_NOTIFIER_POLLING_INTERVAL constant as you an see here ..../administrator/components/com_easysocial/constants.php To reduce it interval, you can change them there. But do remember to re-do them on your next release update as those changes will be overridden.

Here is my test...
Logged in as Admin an created a popup broadcast targeted to all.
Then logged in as another user.
Waited more than 5 mins but no popup showed.

Also the broadcast shows in timeline. We do not want broadcasts in timeline.

After further check, it seems that this plugin "FlexiESform - EasySocial" have changed it type from broadcast to normal story stream items and that why you still setting them on the timeline. I tried to disable them and it should works fine.

Currently, i am not really sure how they works currently, can you consult with them regarding this and see how it goes? Those issues caused are from this 'onBeforeStorySaveUser' functions at this path .../plugins/easysocial/flexiesform/flexiesform.php
