How to tag non-friends in pictures - as my social network has "friends" disabled.

Hello, people!

On my community there will be no “friend” - only “follow” function.
But I still need people to be able to tag each other in photos - anyone. And then the photo not to be “published” before the acceptance of the tagged person.

How could I accomplish this as, under Profile Types > Registered Users > Privacy > Photos > Who Can Tag My Photos, it has only the options: “My Friends” and “Only Me”?

Hey Daniel,

I am really sorry for the delay of this reply as it is a weekend for us here. Currently, it is not possible as the tagging only supports tagging of friends.

Okay... I understand.
But, as it's really crucial to my project, could you please warn/advise me if it is a complex thing to accomplish in case I contract a developer/programmer for it? Is it something not doable for any particular reason I might not be aware of, or a professional would accomplish this to me?
