May i know what exactly you required here? Is it to enabled moderated blog post to be approve automatically? If that so, i would advice you to let those user to post them without any moderation as moderation is meant to moderate those post and let admin check them on the first place.

Maybe i have understand you wrongly, it would be best if you can explain more regarding this issues. Please advice.

If any user creates any Blog, it has to be approved automatically..No need to wait until the approved by moderator.
