How to disable the "Agree to terms and conditions" at the bottom of the comment window

Hello,

Can you please suggest how to disable the "Agree to terms and conditions" at the bottom of the comment window (see the image 01)?

I am trying to disable it in the administration but it make no good (see the image 02).

Hello Mark,

thanks for a quick answer.

I think, there is a bug. That, what you suggesting, I have already done. It is impossible to make all options unchecked. If I uncheck all options, one will unwantedly become checked after save. Therefore, I have let be checked the option with super users, in order not to disturb other users.

Hm, yeah you are right! I was also unable to uncheck all of the options. I will log this into our issue tracker.
