I disabled both in Backend following the instructions in Komento 1.7 but the Public/Guest are still able to post.
Even if i selected to moderate this comments it doesn't work either.
I use tne free komento ver. and J! 3.2.0

I have help you re-save the setting from backend > User manager > Option > Save, it seems like the guest can't make post comment in your side already, please have a check.
