Is there an easy way to monetize or charge the in-stream ads?

What is the best way to setup to collect from advertisers? Is the only limit how many ads they can create?

sorry for the delayed response.

If you want to to restrict user to create advertisement without subscription then you can do it with PayPlans Easysocial Advertisement submission restriction app.
