First of all,
1. May I know did you recently added this "stream posting permission" custom field into your group workflow?
2. Were the 2 groups that have this issue is recently created?

If you do, that explains it. Basically, the 2 groups that have the issue are actually behaving correctly because it is respecting the "stream posting permission" custom field. However, the remaining group that was created previously hasn't been updated with the new custom field. Thus, that is the reason why it is still working even without checking the box.

Are there other options/settings that can affect this? Is there a way for a group admin to change this or only using backend?

Perhaps, you can set the default stream posting permission at the group's form builder as shown in the attached screenshot. So, for every new group created, it will by default allow members to post in the group.
