You can set plan prise as per your need, but that minimum amount should be acceptable by payment method you are using.

To apply taxes as per different stats , you need to create EU-Vat app instances for the countries you want to apply tax.

If you want to apply discount on recurring payments, then it will be applicable for all recurring payment first, second and so on.
In your case, you don't want to apply discount on first payment and want to apply on further payment's which is not possible.

After subscription expiration , user can use discount code on renewal of subscription.
For ongoing payment's it will not work because payments coming from paypal end (all the information related to recurring payment sent while purchasing plan on first payment), so it's not possible to apply discount code after that.

This company works with payplans and they did exactly what I said to you that I want to do. To have a purchase price of 200€ in first buy and in renewal to have discounted value.

Yes, i have checked this site and plan on this site are trial period.
Means you need to create recurring + 1 Trial plan, in that you need to apply trail price to 200€ and you can decide futher payment amount regular price.
