If you are referring to this(http://take.ms/WEfKc), then the plugin responsible for this is the Content - EasyDiscuss plugin.

You can disable the plugin, or if you plan to use the plugin on other components but not on Joomla articles, you can also exclude com_content from the Allow comments on component setting.
