How "Who can post comments on my story" works is to determine which type of users can comment on his stream item.

If is set to 'Registered Users', this means everyone(as long as the user is a registered user on your site) can comment your stream item except for guests.

If is set to 'My Friends', this means only the friends of the yours can comment to the stream item of the yours.

If is set to 'Only Me', this means nobody can comment your stream item except you.
