How do I set up a user group or user as comment moderator? Am I restricted to SuperUser?

I am the SuperUser on a site. I wish a specific user (site owner) to moderate the comments. She is Publisher. How can I set Kommento to allower to moderate comments?
Hello Karl,

Set your chosen user in user manager as a publisher or a new group you created and set the group rule in komento ACL.
Joomla backend > Komento > ACL > select witch component is komento running in and choose the group that the selected user is in.

I had already done that, but my user cannot see Kommento when she is logged into the back end. How do I make that happen?
