I am able to reproduce the issue in my local instance. Basically there is a bug with the styling where the word is the same color as the background(white).

You can still click on the button to save your setting. After that, you should be able to select the privacy option from the story form under 'Custom Fields'(https://take.ms/AXolo), depending on which story form type you applied the custom field to.

I will log the css issue in our tracker.
