I have help you resave again and tick the following checkbox from your profile type privacy default setting.

Tick the checkbox to reset all user's default privacy under this profile. ( This will also reset previous privacy settings of items belong to the users.)

So system will reset all the current privacy setting to all of your existing user. Can you give it a check is it work fine now?

By the way, if the login user is Superadmin, all the custom field will show out on the user profile page, mean that is no any restriction if Superadmin want to see all the user profile from frontend.
