You just need to install the language packs just like how you install the extensions via Extension Manager

Hi, I installed the hebrew lang pac but it doesnt seemd to effect the forum, all the string are in english. when I tried to change it from the en-gb file, it didnt respond well- the string that are written in hebrew looks like "?????". thanks for your help.

looking in the download section it shows that hebrew is only partially translated - therefore all untranslated strings show up in english at your end.
