Something to consider would be to add the ability for Group Categories to have Parent levels.

Why? Well things such as pages for example. This would allow a more rapid release of pages where the admin could create two top level categories. Groups and Pages and then under those have their individual sub-categories.

This is something which we have also been considering but it becomes a little complex when it comes to dealing with "ACLs" because then we would need to have a proper inheritance for ACLs and it is going to be really tricky.

I don't doubt its a tricky objective.
Just something to consider to push towards offering a new feature for folks wanting pages and to prevent building an entirely new system for pages.

Essentially Groups and Pages are the same thing but, Pages usually has more privacy filtering by the page admin so they can pick and choose what is published to the page where as a group is more ideal for open discussions and open posting. Pages are also typically a Company, Business, Brand, Etc... Groups could be the same but because of Facebook they aren't viewed the same any longer and have progressively offered more functionality for both.
