Can someone explain why Google decides to show cumulative ratings for some posts with ratings where as others it does not (even if there 10 or more ratings)?
I have do some research from Google regarding this, most of the reason why it didn't show Review stars on Google search result is because your blog pages with no authority and no page rank will likely not show the review stars in search results for the simple reason that Google does not trust the page enough.

At least have a Google Page Authority of 25-30 for the Stars to show in Search Results.

Thanks...I do think I meet those requirements and I thought page authority was actually domain authority (an entire domain, not a single page). I do have some ratings showing up in google index so I'm not sure how Google is deciding this.
