I am really sorry for the delay of this reply as it is a weekend for us here.

Currently user banning is allowed for users with the core.admin and core.manage permissions from Joomla. In other words, if you are using the standard user groups in Joomla, they are basically "Admins" and "Super Administrators".

Do take note that Admins cannot ban Super administrators and Super administrators cannot ban other super administrators.
