Is there anyway for a group of Admins to manage users from the front end? The page is restricted to registered users only and each registered user must be approved by one of the several admins.

Also, is there a way for all admins to get notifications about new registrants needing to be approved?

If you are referring to approving pending users, unfortunately this can only be done in the backend.

In the user's profile type settings, make sure this option is enabled(http://take.ms/DXmiw).

If you are still not receiving the notifacation emails, we will need to investigate this.
