I think you can add your own custom flash HTML code into custom module, then display on your site template available module position.

Sorry I didn't mean flash as the technology.
Is there a way to create an announcement that will show to who ever log in to the website?

Unfortunately we don't have this such functionality to show announcement pop up whoever login on the site every time.

Currently we only have display welcome message when the user first login on the site.
