Which filters are you referring to? Are you referring to the filters on the dashboard? Filters are unified now under the News Feed section, http://take.ms/jvYDi

I'm not sure which filter are you missing as well. The '+' button is actually for you to create custom filters and can be enabled by enabling the 'custom filter setting at the backend, Settings>Users>Layout(http://take.ms/BEmI1).

There are other type of filters as well but they are currently disabled on your dashboard as you can see in my screenshot above.
