I have revisited the "Status" filter and it seems that the "Unpublished" option refers to items that were live/active and then unpublished. This means that you should add a filter for items not yet approved i.e not yet live/active.

The status filter of a any comment should reflect the actions that can be performed on the comment i.e. Published, Unpublished, Pending Approval, Featured, Marked as Spam etc. Any new actions added should have the corrisponding Status filter added also.

Hope this helps with the updates to the filter process and the managemnet of the comments from the backend admin area.

Regarding the issue on the Publishing Options when editing the pending comment item, I am able to replicate it.
