Anyway, as for the toolbar, I had installed and enabled StackIdeas App Store Updater plugin on your site so that you can update your toolbar there in the future.

Can you monitor again and let us know if what you reported happens again in the future?

I apologize, I had to manually update Komento and the toolbar before your reply to keep working at the time.

Prior to your reply, I had installed the StackIdeas App Store Updater, too. But I was unable to update from the Joomla updater even with it installed. I updated Komento from inside Komento. And I manually installed the toolbar.

Next time there is an update, I will record the steps in case the same issues appear so I can more clearly demonstrate what happens.

I can update joomla core fine, i can update jce pro fine using the joomla update system

Checked all plugins, modules, etc. and all are enabled. What needs to be done to get this to update?
