It seems like we need to update our documentation as well since Facebook update their app many of times.

First I would like to know what is the reason why you need to submit these Facebook user permission from your app?

If you would like to allow your existing author able to autopost to their Facebook user profile page, then you have to submit this "publish_actions" user permission from your app.

For now you can temporary remove these 2 user permission first (manage_page, publish_page).

And take a look of my attached screenshot below how to setup those info from your submission user permission form.
