I am not know how the flow that you prefer, but we do have file custom field, where user can upload files, during the registration process https://take.ms/PskJy
Thus, user can upload any files that require during registration, and as admin, you can upload the file and verify them.

If you require other verification workflow, perhaps, you can submit it in our feature request category, thus our developer can keep track the feature that can be implement in the future release

with a general user case in mind this solution is not an option cause 99% of time a user that ask for profile verification is already registered!
best bet is to add an upload field in the verification page so user can simply upload a verification picture or doc or something else that can be used by site admin to verify the account
