Is there a time-frame for even CSV import feature, this is very important to me as I will have many items (300 - 400) that will need to be created.

Also, will it be possible for users to claim a listing? This will allow a site admin to create the listing in advance, and later grant ownership to the proper user.

Not at this point of time. The Pages functionality is not even out yet If there is a demand for it, we'll add it in but if there isn't you could always contract us to build something for it
