My joomla Location Settings Website Time Zone is set to UTC

When a user creates an event with a start and end time, which time zone does it use? Will it use the timezone that the user has selected on their profile settings, or my physical server time set by linode which is 4 hours ahead of eastern standard time? I have a feeling it is not setting the start and end time according to the users timezone settings.
I noticed that the "create event" from docker allows the user to select a timezone which is defaulted to UTC but the main event page does not allow for this so I am not sure what time zone is defaulted but I think my users are getting frustrated because they are creating events and think its in their time but then the event time is all messed up

You will need to enable this settings https://take.ms/PW7aB first to see which timezone are used as by default it will use server timezone.

Can you give them a check and see how it goes.
