I just figured it out!

It is the template from Shape 5.

I just installed it on 2 other temporary domains to check something.

I installed on old shape 5 themes running 3.4 and all installed

When I went to install ED4 on Shape 5 theme running J3.5 it gave me the same issue.


I then tried Yootheme and everything worked.

It must be Shape 5 latest themes running J3.5.1

Yes, but I am going to take it offline and re-install a NEW theme. I just talked with Shape 5 and they are looking into it.

I am so sorry for the issue, it's the theme. I have to start over with a new one.
