Email Parser : connection problem

Hello
We set up the email parser, but it says "Connection failed to mail-02.thaidata.cloud,143: Connection refused".
and My host said that. "I do not know why. Check all the mail server and web server.The firewall does not have IP blocking. "
what should I do?
