Se Attached Image - This is a Test Event. After creating it I then went to "MANAGE" - "CREATE ANNOUNCEMENT"

This is the Editor that shows for a standard Restricted user.

Fortunately, because base on what i know you can configure which Joomla user group you allow from the JCE editor configuration page, try take a look of my attached screenshot below.
