This is because 'Registered' is the default assigned user group for a new user and, if you register a new user using commercial plan it won't change the user group for it.
It seems like you are trying to register with commercial plan and expecting to your user joomla group to change to 'Commercial' which is not how it works, to change joomla user group you have to use joomla user group aap.

Plan Assignment assigns the plan to user on registration according to user's ProfileType/UserGroup which you have setup.

It seems, you want that when user purchase Commercial Plan then he should be assigned to Commercial user group.
If yes, then you need to use Joomla User Type app, which will assign user to particular user group on the basis of plan they subscribed.
