Maybe you can try to apply css codes below on your customs.css files and see how it goes

#tz-component-area-wrapper a:hover {
color: yellow !important;
}

You need to consult with your current template service provider regarding on where should customs.css should be and implement it there.

If issues still persisted, it would be best if you can provide us with your FTP for us further check on this issues. Please advice.
