When a user submits a Photo Quick Post in EB, the photo does not appear when reviewing the post.

Do you mean when you want to review pending post it do not show the photo? If yes, actually the image attached will be assigned as cover photo.

Also when reviewing the post as the moderator, the editor is JCE and it should be the EB default composer.

For your information, when user create a blog post using quick post it is similar by using WYSIWYG editor where the way we render EB composer is different than WYSIWYG editor
