Our demo site is using the Elegant theme for EasySocial which you can set in the Themes page(http://take.ms/VTLCf).

Can the Dashboard(Menu) just below the menu and above other module ?

I'm not really understanding the question. Can you elaborate more on this?

We did not developed that theme. I suggest that you consult the developers of that theme regarding this question.

We will not provide support for 3rd party theme for those styling issue, if that is related setting configuration, we can support regarding this.

Regarding with your screenshot :

Then enable these 2 setting from backend : http://take.ms/vxmt8 , so those stream will not appear on the public.

And those module you would like to move at the footer area, first you have to know what is the footer module positon on the bottom by access this URL -> http://yourdomain.com/?tp=1 , so it will populate all the module positon which available for your current template.

Then assign those module which you would like to display on the bottom of the page.
