We have installed EasyDiscuss and set a number of categories so that anyone can read the content but only administrators can write to the category.
We use this setup so as each category contains specific help items, acting as a knowledgebase.
Members can still ask questions but these are limited to a single category (Ask a question)
When enabling the EasyDiscuss App for EasySocial, we are able to give members the ability to post a question directly for the stream. However, the app allows any category to be selected, so we have members posting directly into the restricted categories.
