I think its so important to limit downloads to members only, we wont share every file with public

That is true! However, usually downloads are placed in discussion categories restricted to members only. The only way for someone to access the download is to become a member and allowed into the discussion category. This is the only way to control the downloads at the moment.

We assume that, downloads placed in unrestricted categories are meant for public, thus it is free to be downloaded by anyone.
