This setting 'Show Categories With Empty Posts' was actually already implement very long time ago, the reason why we added this setting is because most of the cases user set their category as container, so it will not show the rest of the subcategory discussion post which under this category container.

When you turn on this option, it will show those subcategory discussion post under this category container.
