I am using EasyBlog 3.9.15188 with Elegentgreen Theme on Joomla 3.2.1.

Should a Toolbar appear to all visitors like it appears on your demo page?

If so, how do I enable it. Right now only logged in user can see a Toolbar.
Hello bygdawg,

I am really sorry for the delay of this reply as it is a weekend for us here.
You go to your backend > User > User Manager > Option > Resave
If this method couldn't help, you can go to your backend > Component > Easyblog > ACL > Public User Group > Enable - Access Toolbar
Hope this help.

I Resaved the Option.

Access Toolbar was already Enabled. I disabled it, Enabled and saved it again.

Toolbar still only displays for logged in users.

I provided access for you to take a look when you have the time.

Thanks
