To be honestly, i never use this phocadownload extension before, so I was unable to share some experience regarding this. But you can consult with their developer and see whether this extension can achieve like what your current requirement.

But I think the faster way is use build-in composer, you can add File block then insert into blog content then duplicate a lot of file block then only upload the file.
