You can actually configure the editor in Joomla's plugin manager so that it loads the extended version of TinyMCE. I believe there are more buttons on the editor compared to the standard version.

It's most likely that in JCE you have not configured it to be accessible by "Registered Users" group. You need to ensure that this user group is selected in JCE.
