We need the public view in ACL to allow the public to view all published articles. it looks to be hardcoded under acl to only have public not view anything and therfore a user has to register to see the articles. how do we change the settings so public can see all published articles?

Yes it is. It is as default that, public cannot access to the dashboard as you can see here http://take.ms/GHV2I. Public user only can view what published on the frontpage, and in order for public to view them, you have to create a menu item for them.
